Add soup anchovies and dried kelp to 1.5 cups of water to make anchovy-kelp broth.

Julienne the kelp used for the broth.

Blanch the oyster mushrooms in boiling water, then tear.

Julienne the potato and tofu into 3–4cm pieces. Diagonally slice the red chili and green onion.

Add potato to 1 cup of anchovy-kelp broth and boil. Add oyster mushrooms and bring to a brief boil. Add tofu, green onion, minced garlic, and red chili, then season with salt.
